Hurlbut is a senior analyst with the DOE National Renewable Energy Laboratory in Golden, Colorado. Before joining NREL, he worked as a senior economist with the Public Utility Commission of Texas, where he served as staff lead on several rulemaking projects addressing the Texas renewable portfolio standard and green power markets.
