U.S. Department of Agriculture (USDA) — Provides grants and loans for rural community and economic development, including energy, utility services, infrastructure and facilities.
- USDA provides loans and loan guarantees to electric utilities serving customers in rural areas to upgrade, expand, maintain, and replace America's vast rural electric infrastructure.
- USDA provides technical assistance, loans, grants, and loan guarantees for drinking water, sanitary sewer, solid waste and storm drainage facilities in rural areas, cities and towns. Public bodies, nonprofit organizations and Indian tribes may qualify for assistance.
USDA works with private sector and community-based organizations to provide financial assistance and business planning in rural areas to create or preserve quality jobs and promote a clean rural environment in under-served areas. Recipients include individuals, corporations, partnerships, cooperatives, public bodies, nonprofit corporations, Indian tribes, and private companies.
The U.S. Department of Agriculture (USDA) provides grants and loan guarantees to agricultural producers, businesses and cooperatives located in rural communities to purchase renewable energy systems and make other energy efficiency improvements, to increase the economic viability of biomass projects, and to finance energy technology.

Indian Home Loan Guarantee Program — Offered by the U.S. Department Housing and Urban Development (HUD), this program is designed to offer home ownership and housing rehabilitation opportunities for eligible Native American individuals or families, tribes, and Tribally Designated Entities (including Indian Housing Authorities) on their native lands. The program gives Native Americans access to sources of private mortgage financing by providing loan guarantees to lenders. Section 184 covers one-to-four family homes located in an Indian or Alaska Native area where the land may be tribal trust, allotted individual trust or fee simple. Tribal Housing Activities Loan Guarantee Program (Title VI) — Offered through HUD, this program provides loan guarantees for Indian Housing Block Grant (IHGB) recipients (Indian Tribes and TDHE's) who need additional funds to engage in NAHASDA-eligible affordable housing activities but are unable to borrow from other sources without the guarantee of payment by the Federal government. For Tribal businesses, loans may be available through the U.S. Small Business Administration.
