- DOE issues a press release about a state project or a DOE dignitary attends an event.
- A state governor issues a press release or attends an event.
- A state energy office issues a public notice.
- A news or trade organization features a story about the project.

Connecticut to Cut Greenhouse Gas Emissions 80% by 2050
A newly approved bill requires Connecticut to reduce its
greenhouse gas emissions to 10% below 1990 levels by 2020
and to 80% below 2001 levels by 2050. The bill authorizes a
cap-and-trade program to meet the emissions reductions, but
also requires consideration of a low-carbon fuel standard. More

Wisconsin Announces Clean Energy Plan, $150 Million in Energy Independence Funds
Wisconsin Governor Jim Doyle launched his state energy
plan, Clean Energy Wisconsin, on March 25. In support of that
plan, he also announced the Department of Commerce will
begin taking applications for the first round of $150 million in
grants for renewable energy projects. Both the plan and the
funding emphasize the state's biomass potential. More

Vestas Wind Turbine Blade Plant Opens in Colorado
Colorado's governor helped celebrate the grand opening of
Vestas Blades' wind blade manufacturing plant in Windsor.
The first blade produced in the facility will be donated to a
recipient that the Governor's Energy Office will help select. More

Virginia Joins Clean Energy-Environment State Partnership
Virginia's state energy office is partnering with the U.S.
Environmental Protection Agency to share best practices for
achieving energy efficiency and using clean energy sources. More

Minnesota Governor Creates Office of Energy Security, Announces Energy Initiatives
Through two executive orders, Minnesota Governor Tim
Pawlenty has created the Minnesota Office of Energy Security
within the state's energy office and created a collaborative
that will guide the state in meeting its renewable energy
goals. The governor is also proposing initiatives to the
legislature that will enable carbon credit trading and assist
homeowners, farmers, and businesses in implementing
renewable energy generation. More

Kansas Forms Wind Working Group
The Sunflower State wants to spread the word about its wind
energy potential. On January 7 Kansas Governor Kathleen
Sebelius and Lieutenant Governor Mark Parkinson announced
the formation of the Kansas Wind Working Group, which will
be supported, in part, by the Kansas Corporation
Commission. The group will educate stakeholders on wind
energy markets, technologies, economics, policies, prospects,

Massachusetts Announces Solar Rebate Program
The commonwealth aims to spur installation of solar power
and stimulate creation of jobs in the solar industry. The
rebate program, Commonwealth Solar, will be funded with
existing funds, some of which will be provided by the
Massachusetts Division of Energy Resources, the state energy

Montana Creates Its Own Climate Change Initiative, Joins Western Climate Initiative
The governor of Montana has announced several measures to
address climate change, including an initiative that seeks a 20
percent reduction in energy consumption by state agencies by
2010, setting a corporate average fuel economy standard,
and collaborating with five other states in the Western
Climate Initiative. These actions and more than 50 other
recommendations are included in the recently published
Montana Climate Action Report, initiated by the
Montana Department of Environmental Quality. More

Pennsylvania Awards $5.4 Million in Alternative Energy Grants
Twenty-eight projects in Pennsylvania will receive a total of
$5.4 million in Energy Harvest Grants. The projects will
generate clean and renewable energy, reduce pollution,
conserve natural resources, and educate the public about the
benefits of renewable energy technologies. The grants will
leverage nearly $14 million in private investments. More

Illinois Grants More than $1.5 Million for Solar Thermal Development
The state's Solar Thermal Grant Program, administered by
the Illinois state energy office, provides funds to cover up to
30 percent of the cost of installing a solar thermal energy
system. The grants are being awarded for systems that
produce heat energy for large-scale applications, such as car
washes, commercial laundries, high-density housing
developments, and public swimming pools. More
