States use the Windows Systems Approach to Grants Administration (WinSAGA) to apply for SEP grants and report to DOE. DOE put WinSAGA into place in 1999, and every state and territory has access to it today. DOE plans to put a Web-based grants management system into production called Grants.Gov, which SEP will begin to adopt in FY 2005.
States Use WinSAGA to Report to DOE
WinSAGA is a national database of program management information that supports the administration of all EERE grants awarded by the Regional Offices, including those awarded to the states. The system has been installed in almost every state and interfaces with other DOE information and accounting systems. Compared with previous requirements, WinSAGA reduces data redundancy and paperwork.
WinSAGA collects the following data for the Weatherization and State Energy Programs:
- State applications, including master and annual files.
- Grant applications and awards.
- Budgets.
- Payment information.
- Financial status reports.
- Quarterly program reports, including program status reports.
- Other quarterly and semiannual reports.
- Assurances and certifications.
WinSAGA interfaces with other data systems and sends award information to the DOE Headquarters Departmental Integrated Standardized Core Accounting System (DISCAS) and Procurement and Assistance Data System (PADS).
