Advance Notice of Proposed Rulemaking

Following the Framework Document, the Department of Energy (DOE) is publishing an Advanced Notice of Proposed Rulemaking (ANOPR) for the energy conservation standard rulemaking for general service fluorescent lamps and incandescent reflector lamps. The ANOPR is the first stage of the overall standards rulemaking process and will be followed by a Notice of Proposed Rulemaking and ultimately a Final Rule. At the ANOPR stage, DOE presents several analyses, including the engineering analysis, the life-cycle cost analysis, and the national energy saving analysis. Stakeholders are invited to review the ANOPR documents and the analysis tools, attend the public meetings, and submit comments on the analyses.

At the time of publication of the Framework Document, EPCA gave DOE authority to consider energy conservation standards for additional general service incandescent lamps under 42 U.S.C. 6295(i)(5). However, subsequent amendments to EPCA in the Energy Independence and Security Act of 2007 removed that authority. Therefore, in the ANOPR, DOE is considering the amendment of existing energy conservation standards for general service fluorescent lamps and incandescent reflector lamps and whether to apply standards to additional general service fluorescent lamps. In addition, the ANOPR also announces a public meeting to receive comments.

The comment period for this stage of the rulemaking analysis closes no later than April 14, 2008. How to Submit Comments
