Advance Notice of Proposed Rulemaking (ANOPR)

Following the Framework Document, the Department of Energy (DOE) is publishing an Advance Notice of Proposed Rulemaking (ANOPR) for the energy conservation standard rulemaking for commercial refrigeration equipment. The ANOPR is the first stage of the overall standards rulemaking process and will be followed by a Notice of Proposed Rulemaking (NOPR) and ultimately a Final Rule. At the ANOPR stage, the DOE carries out several analyses, including the engineering analysis, the life-cycle cost analysis, and the national energy savings analysis. Stakeholders are invited to review the ANOPR documents and the analytical tools, attend the public meetings, and submit comments on the DOE's analysis.
